European Union Counter Measures on US Goods

IMPORTANT!

The EU Regulation outlining 14% retaliatory tariffs on certain imported US goods is now being rescinded.

The US Congress voted to repeal the FSC/ETI grandfathering benefits for sales contracts which were the EU's primary impetus for initiating the tariffs. The European Commission subsequently passed Regulation 728/2006 which suspends the additional customs duties until the US legislation is signed by President Bush (expected May 17, 2006). Once this occurs, the EU Regulation then automatically cancels the additional tariffs.

Punitive Duty on US Goods Entering the EU

 

A range of manufactured US products including agricultural items, textiles, steel and industrial, electronic and paper products will be subject to a flat rate import duty commencing May 16, 2006.  The European Union has imposed a 14% duty on products imported from the US in response to Congressional action granting a two-year transition period following the repeal of the Foreign Sales Corporation tax subsidies program.  The World Trade Organization has supported the EU action. 

 

Manufacturers and shippers should be aware that the new trade sanctions will affect goods-in-transit and products held in customs warehouses.  Further information on affected products may be obtained from the US Commercial Service at
